GCC first, global remit
Markets under assessment
The GCC is our initial commercialisation and capital-alignment platform. It is not the limit of where we work.
Our starting point
Why the GCC first
The Gulf Cooperation Council is an initial commercial focus because of its industrial diversification programmes, investment in infrastructure and potential for regional manufacturing and technology integration. OceanBlocks® assesses each opportunity against local resources, energy needs, site conditions, counterparties, regulation and realistic capital pathways.
How we select markets
We do not select markets on ambition alone. Opportunities are screened for a defined industrial need, available resources, credible local counterparties, regulatory feasibility, project economics and a realistic pathway to financing and delivery.
- 01A defined industrial need
- 02Available resources
- 03Credible local counterparties
- 04Regulatory feasibility
- 05Project economics
- 06A realistic pathway to financing and delivery
Initial market development focus
Markets under assessment
Our initial market development focuses on industrial energy and resource opportunities in these three jurisdictions. Each opportunity is evaluated against its operating need, local resources, counterparties, regulatory requirements and commercial viability.
United Arab Emirates, Oman and Qatar.

Under assessment
The locations identify markets we are assessing and engaging with. They do not indicate commissioned OceanBlocks facilities or confirmed project awards.
Development focus
OceanBlocks is building its energy and resource infrastructure development activities with an initial focus on the Gulf. The business draws on its earlier environmental, resource-management and technical-development work in Australia.
Project locations, delivery responsibilities and the relevant contracting entity are defined for each engagement.
Government
For governments and economic zones
We structure projects around national priorities through gated agreements, so commitments grow only as evidence does.
- Industrial capability and localisation
- Energy security and resilience
- Productive use of industrial residues
- Skills and local supply chains

What a briefing covers
Our approach, the seven stages and the gate decisions, and how a first assessment would be scoped for your priorities. We do not need confidential information for a first briefing.
